negotiations, whether the president, senator reid or others in about a month, around thanksgiving. with the democrats not reaching out to senator mcconnell for a month, doesn't seem like they have been pushing very hard for a deal, gregg. gregg: has the bickering between reid and boehner sort of poisoned the negotiations past the point that, you know, maybe this meeting will help at all? >> reporter: it may have because it's really, we've seen tensions escalate ever since before christmas when john boehner was not able to get a deal through the house where he has a very strong republican majority. he had a rebellion amongst some of his fellow conservatives. that is what held it up. senator harry reid as you say was very rough going directly after boehner yesterday. take a listen. >> the american people i don't think understand the house of representatives is operating without the house of representatives. it's being operated with a dictatorship of the speaker, not allowing the vast majority of the house of representatives to get what they want. >> reporter: the word dictatorship n

baker without thinking about our current leaders. there are contrast. senator reid and senator mcconnell did not create the hyper partisan senate. they inherited it, basically. they certainly have not done anything to reverse the situation. instead it has gotten worse. i think senator mcconnell really bears the special responsibility. he is the architect and the symbol of a policy of absolute obstruction. the obstruction began at the beginning of president obama's presidency. at a time of absolute national economic crisis,it is utterly impossible for me to conceive of senate leaders that i grew up with being as different as it can be from howard baker or any of the great leaders. i think it is contrary to the way that the senate worked when it worked at its best. the senate is supposed to be the national mediator. that is a place where the parties come together and reconcile and not inflame differences. it did not work that way at all in the past -- in a long period of time. the frustration i have the senator mcconnell is number one, he deepened the problem. he has driven the senate to a

temporarily. >> wait a minute, jared. john boehner said it's up to the president and harry reid so are both sides standing at the precipice waiting for each other to make the next move. >> not really. it really is all up to john boehner to decide whether he wants to bring this vote to the house floor. if he doesn't, i would put on either your cliff bungee cord or your cliff parachute and that's actually an important difference. >> we would like a bungee cord and a parachute. >> right. >> but i would like to know maybe we have neither. what do you think happens to the market, matt, in either scenario, deal or no deal? >> i can't imagine we're going to get a deal done with any significance. you know, they are probably going to change it as we go forward so maybe they will let us go over the cliff, the market will crash a little bit. i don't want to say crash as in crash but we could retrace some of the gains and a rough start to 2013 until they finally realize that maybe the large-cap companies could be leading us through the rallies. maybe it will take the stocks back up the latter half of 2

that harry reid looked like an angry father-in-law, who kept coming to the floor, nursing a grudge all year long. this is not looking good, obviously. they're meeting at the white house, all four congressional leaders with the president. but, josh, this is the first meeting that they've had in six weeks. some might think this would have been -- we're about four days away. >> perhaps. >> every day, having meetings. it's been since november 16th. >> 96 hours away now. can we expect any reasonable breakthrough here? >> here's what could happen. and i will give this about a 3% to 5% chance of happening. you could have a small deal that would at least prevent these tax increases from going into effect for most people. that's what the president is going to try to push with congressional leadership. i wouldn't put a lot of hope in that. >> does the president offer his own bill in this meeting? >> and this is interesting. there were some reports the president was going to present his own plan to come to congress to do. he is not going to do that. he has offered the principle. he wants to make sure

's best especially harry reid and his gang. they're so worried about everybody in the fiscal cliff. they're obviously worried about how a & p is going to affect people, marginal tax rates, the middle class. good. people need to be worried about the middle class but exactly how worried are they? where there is a will there is a way. there was a will in 1895, a will three years ago. yeah, 2009. but obviously there is a whole lot more talk than action because, let's see, i hear crickets or i hear some hula music but i certainly don't hear the ruffling of papers as any bill is getting passed. so i guess i will leave on this note on christmas eve. you know, i send my best wishes to all the military that are out of the country protecting us and making sure they secure the rights for every american, and i say to congress and the president, if you really were so concerned, you could have done a repeat performance. obviously obama care is signature legislation. cornhuskers, a lot of back room deals. but after 25 days of straight debating, they did pass it on christmas eve. i guess this bill just
